Organizational Structure
The Institute is led by the Director. The Institute comprises several senior level scientists who are supported by a number of technical and administrative personnel. Administration, auxiliary and supporting personnel help in attaining Institutes mandated objectives of training, research, consultancy and related programmes and activities. Following is the organogram of IINRG. It details the organizational structure of the Institute.

Programmes and Activities

1. Research
Research is the most vital function of the Institute. Policy issues requiring attention of planners and administrators for the effective implementation of various agricultural programmes are considered in formulating the research projects. Besides the core-funded research, the Institute undertakes inter-institutional projects, collaborative projects, and externally funded research projects. 2. Training
Training is also a vital function of the Institute. Various training programmes are organized by the Institute. These programmes are conducted with a right mix of knowledge and skill including hands-on experience, in the following categories.

3. Facilitating dialogues towards policy support
Workshops, seminars and conferences are mechanisms for bringing together senior-level functionaries and policy makers to a common platform for the sharing of ideas and experiences, and for detailed analysis in many areas of topical interest relating to research and management. The recommendations emerging out of these deliberations provide policy guidelines for the IINRG.

4. Consultancy
Over the years, the Institute has developed expertise and has provided consultancy services to institutions within the country and abroad. Consultancy facilitates to meet the client needs as well as to generate resources for the institution. It also provides an added avenue to optimize the full potential of the expertise of the faculty members. The consultancy programmes follow Council’s guidelines such as Johl Committee recommendations. The IINRG faculty has demonstrated an expertise in such areas as Project Formulation and Technical Guidance, Exploring Possibility of Lac Cultivation in Other Areas.

5. Infrastructure and Logistics
The Institute is situated 9 km. south-east of Ranchi city, on the Ranchi-Jamshedpur highway NH-33, at an altitude of 650 m above mean sea level and 23°23'N latitude and 85°23'longitude..

The Institute, over the years, has steadily built infrastructure and logistical facilities, commensurate with its requirement to provide training and to pursue its research, consultancy and programmes for capacity building of IINRG and other professionals around the globe.

The following facilities are built over the years.

• Administrative Block and Conference Hall

• Quality testing laboratory

• Computer, Multimedia, ARIS, and Server labs

• Library and Documentation center

• Medical and health center

• Guest houses and Trainees’ living facilities

• Housing and residential quarters
 

II. The powers and duties of its officers and employees:


 

Powers

IINRG is a Unit of the Indian Council of Agricultural Research (ICAR). Director of the institute shall exercise such powers for their functioning as are delegated by the Governing Body or any authority of the ICAR. Powers are delegated to the Director vide ICAR letter No. F.II.(4)/75-Cdn (A&A) dated 1.4.1977.  Schedule III

Duties of Heads Of Divisions

• Lac Production Division
• Processing and Product Development Division
• Transfer of Technology Division

  • To guide, lead, and contribute in training/research/consultancy in the areas of Lac production/Natural gums & resins/lac processing and lac based product development/ transfer of technology to farmers, entrepreneurs etc.
  • To facilitate in bringing about inter-institutional linkages and collaboration
  • To carry out duties as may be assigned from time to time by the Director of the Institute or any authority delegated power in this regard

III. The procedure followed in the decision making process, including channels of supervision and accountability :

The Director is assisted in the execution and implementation of various programmes by three Division Heads, Administrative Officer, and Finance and Accounts Officer. The Institute is organized into three functional divisions, viz. Lac Production Division, Processing and Product Development Division, Transfer of Technology Division. The Administration and Finance Sections of the Institute provide the needed support. The Institute Management Committee (IMC) guides and supports the Director by periodic review of programmes and approval of investments in new areas of research and education, training programmes, workshops and seminars. The Research Advisory Committee (RAC) and Staff Research Council (SRC) provide broad guidelines and assist in developing and implementing specific research programmes and projects.

The organogram of the Institute, provided in section (i) on “The particulars of organization, functions, and duties of the IINRG” indicates the channels of supervision.

IV. The norms set by it for the discharge of its functions :

The norms are set by the ICAR Headquarters, New Delhi. The various functions carried out by the Institute are indicated in the mission, mandate, and objectives of the Institute, outlined in the section (i) on “The particulars of organization, functions, and duties of the IINRG”.

V. The rules, regulations, instructions manuals and records, held by it or under its control or used by its employees for discharging its functions :

IINRG is a Unit of ICAR, New Delhi. ICAR follows GOI rules mutatis mutandis, besides Agricultural Research Service rules, Technical Service Rules specially designed for Scientists and Technical personnel in ICAR. The Institute follows the rules, regulation, and instructions as followed by ICAR, and as indicated in the manuals and records of ICAR, New Delhi.

VII. The particulars of any arrangements that exists for consultation with, or representation by the members of the public in relation to the formulation of its policy or implementation thereof

The Institute is guided and supported by Institute Management Committee (IMC) and Research Advisory Committee (RAC).

Both the IMC and RAC have two members in its composition who are drawn from the public, who take active part in the deliberations and decisions of these committees.

The IMC guides and supports the institute by periodic review of programmes and approval of investments in new areas of research and education, training programmes, workshops and seminars. The Research Advisory Committee (RAC) and Staff Research Council (SRC) provide broad guidelines and assist in developing and implementing specific research programmes and projects.

VIII. A statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, committees and other bodies are open to the public, or the minutes of such meetings are accessible for public.

The IMC, RAC, and SRC are the committees, which help the Institute in guiding and implementing its various programmes and activities.

The Composition of these committees is as per the guidelines of ICAR Headquarters, New Delhi.
